MAJOR PROFESSIONAL ACCOMPLISHMENTS

Initiated a plan that led to LEED-EB Silver certification of the National Life complex one of the oldest and largest existing buildings in the country to achieve LEED-EB Silver certification.

Led the design and development of a secure web portal for National Life Insurance Company, rolling out a host of web-based productivity applications for agents while setting strategic direction for future web development. Responsible for setting the e-Business direction for this $1 billion (revenue) company. Web evangelist.

Led a re-engineering and cost saving effort for National Life Insurance Company that resulted in first year savings of $17 million while maintaining or improving quality and business throughput.

Reorganized and re-focused the audit department of National Life Insurance Company to provide control and process improvement services to internal company customers, recasting the role of the auditors from antagonist to partner in improving company controls and operations.

Led a three-year effort to improve the professional competencies of the Vermont Insurance Department, preparing it for its first, successful, attempt at accreditation by the National Association of Insurance Commissioners.

Guided the Vermont health insurance market through sweeping changes mandated by the legislature, meeting the legal mandates to move to community rating while maintaining a competitive market. Implemented rate structure changes that maintained the solvency of Blue Cross/Blue Shield of Vermont.

Drafted legislation and worked for passage of broad changes in the workers compensation insurance system which resulted in stabilization and then reduction in the costs of workers' compensation insurance while providing for the care and rehabilitation of injured workers.

Responsible for all legal, accounting and communications issues associated with the attempted sale and eventual merger of Cabot Cheese with Agrimark.

Successfully negotiated a complex $7 million construction project incorporating the largest per capita Urban Development Action Grant ever awarded with $5 million of Vermont Industrial Development Authority fixed rate bonds. Successfully wrote and defended five significant Act 250 applications associated with the expansion of Cabot's business and directed transition of the business to a modern, computerized cost accounting system. Presided over a five-fold improvement in the financial performance of the company during a period of extreme turmoil in the dairy industry.

Pioneered the use of PC technology in state government, preparing both the state operating and capital budgets on a personally acquired PC for presentation to the legislature by the governor.
